Can the management company of the building I live in say what we can or can't have in our patio?

I live in an apartment building with my family. Recently, my parents (and every other resident in the building) received a letter stating that if we did not remove items like brooms or towels from our patio’s we would be fined 0. Though I think the fine’s outrageous, I can see why they wouldn’t want stuff like that uglyifying the building but they’re not allowing birdhouses or plants or bikes either! We own our apartment, are they allowed to do this?
We’re not renting it. We own our unit.

If you’re part of an association, then they absolutely can dictate things like this. You would have had to sign a contract that would have addressed these issues. If you did not sign a contract or they are now forcing new stipulations on you that were not previously addressed, then you are not obligated to follow them until they force you to sign and agree upon the new conditions.
The homeowners association by-laws should spell out what can and cannot be done. Read them.
Yes, because you never OWN an apartment, you rent an apartment.
As long as the request is reasonable, yes. Asking you to remove patio furniture would not be reasonable. Mops and brooms make the area look like Oxnard so yes, they can ask you to remove those items.
